Disadvantaged Business Enterprise Program

Five Seasons Transportation and parking is interested in locating businesses who may qualify for the Disadvantaged Business Enterprise program (DBE).  The DBE program is a U.S. Department of Transportation program designed to ensure all firms, including those owned by minorities or women, are not discriminated against when agencies award federally-assisted contracts.

To be eligible to become a DBE firm you must:

·    You must have a small business, as defined by Section 8(d) of the Small Business Act and amended by the Transportation Equity Act for the 21st Century (TEA 21) of 1998.  (Title 13 of the Code of Federal Regulations, Part 121, lists definitions for small businesses by industry type.)  TEA 21 restricts the size of the small businesses to a $17.42 million (three year average) gross income.

·    You must be a socially and economically disadvantaged person or persons whose personal net worth does not exceed $750,000.

·    Your company must be owned (at least 51 percent) by socially and economically disadvantaged individuals(s).

Those individual(s) presumed to be socially and economically disadvantaged  by the federal government include:  Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, Subcontinent-Asian Americans and Women.

Becoming a DBE does not guarantee work to a firm.  The DBE Program is designed to assist the development of disadvantaged small business, and guarantee fair opportunities to compete for business with Five Seasons Transportation and Parking.
